The Legal Flow Metrology Group conducts the types of approval tests for specified measuring instruments for volume meter and heat meter (water meters, gas meters, etc.). These are used for trade and certification measurements subjected to the regulations of the Japanese Measurement Law. Thus, the group performs the inspection of volumetric verification standards which is being utilized for verification of these measuring instruments aforementioned. The NMIJ/AIST performs Testing and Issuing Authority for OIML certificates under the OIML convention in which Japan is a member of. The Legal Flow Metrology group is responsible to perform tests on fuel dispensers of International Recommendation R 117 that is subjected to OIML certificates. Moreover, we are conducting research and development on hydrogen flow measurement technology and standardization for utilizing hydrogen which is highly anticipated as the next-generation energy.

Research Themes

  1. Type of approval test: Gas meters, water meters, fuel oil meters, hot water meters, and heat meters

  2. Inspection of verification standards for specified measuring instruments: Standard gas meters, standard water meters, standard fuel oil meters, standard tanks, and standard pipe provers

  3. OIML conformity assessment test: Fuel dispensers as specified in OIML R 117
