On June 16, 2020, the Zero-emission Bay held its first general assembly mainly via video conference and representatives of about 90 companies, universities, research institutes, administrative organizations and other entities attended it.

At the first general assembly, State Minister MATSUMOTO Youhei delivered a speech, and following this, Dr. KASHIWAGI Takao, President, Zero-emission Bay, as well as Distinguished Professor and Emeritus Professor, Tokyo Institute of Technology, and Dr. YOSHINO Akira, Director, Global Zero Emission Research Center (GZR), National Institute of Advanced Industrial Science and Technology (AIST), as well as Honorary Fellow, Asahi Kasei Corporation, delivered celebratory lectures.

In line with convening the first general assembly, the Zero-emission Bay published "Zero-emission Bay Map", plotting information on activities of companies, universities, research institutes, administrative organizations and other entities located in the areas around the Tokyo Bay.
