JCGM：Joint Committee for Guides in
Metrology （計量関連ガイドに関する合同委員会）
JCGMは、1997年にISO/TAG4（Technical
Advisory Group 4/Metrology，ISO）の業務を継承することを前提にして、GUM１）及びVIM２）の２国際文書を共同編集･発行した７機関３）で構成する合同委員会として発足した（事務局を国際度量衡局：BIPMに設置）。その後にILAC4)が加入して、BIPM局長（前局長Dr.
T. Quinn、2004年1月からは、Prof. A. Wallardが就任）を議長とする８国際組織の合同委員会として設置されている。最近では、二つのWorking
Group（WG1：GUM関連５）、WG2：VIM関連６））が、それぞれ年に１，２回の会合を開催して積極的な活動を実践している。各WGの委員としては、上記８国際機関の代表及び個別の専門家が登録されている。
GUMに関しては、メートル条約の国際委員会における審議の際に、その傘下で実施されている国際比較の結果の表示方法に関して十分な整合性が得られていなかったために、その解決方法に指針を与える文書の作成を目指して企画されたことがその根底にある。そして、その主旨は、1981年の第70回国際度量衡委員会（CIPM：International
Committee of Weights and Measures）における勧告文書に明記されている。［CIPM at

具体的にWG１では、GUMを補完するためのいくつかの文書が起草されており、2003年11月の会合では、数値例を含めた確率分布を扱う文書Supplement１の編集をほぼ終えて、測定の不確かさと適合性評価によるリスク解析と、最小二乗法の導入に関する他の二つのSupplement文書案の審議を進めたところである。
一方、ＷＧ２に関しては、従来からの国際計量基本用語(VIM)を精査するとともに、それぞれの用語に必要な注や具体例を付加する方針で作業が進められ、化学分析、臨床化学や適合性評価分野からの新たな用語の導入と分野間の整合性が検討された。WG1の「不確かさ表現」とWG2の「計量用語」との間には密接な関係があるので、両WGは常に連携をとりながら審議が進められている。また、いずれのWGに関しても、BIPMの研究職員が事務局として関与しており、委員間及びメートル条約加盟国の国家計量研究所との密な連携が図られていることを付記しておく。
